I have a feeling that these two would know each other, or at least know of each other. Frost is the CEO of Frost International, a multi-billion dollar electronics company. I think Frost International would be a natural business rival to Stark Industries.

When Emma still associated herself with the Hellfire Club she was cold, underhanded, and ruthless while running FI. She has probably ran multiple campaign ads bashing Stark Industries, stealing their clients, and generally being a dick. Heck I wouldn't be surprised if she has even tried to steal from Stark Industries at one point.

But Emma has turned over a new leaf, and is trying to be a generally good person. If she was really really really mean to Stark Industries she may apologize privately, as a public apology could hurt her profits. Or they we could keep them business rivals, either way I see a lot of business related plots between these two.

Also I noticed these two are about the same age. Maybe we could do childhood/college buddies? I don't know where Pepper grew up, but Emma was raised near Boston and attended Empire State University.

I think that could work! Pepper always seems to know how to get herself into trouble.

I believe, given the circumstances, that Pepper would be very wary of Emma. It would take some time for her to believe the woman has truly changed. I think it would be awesome for them to have been childhood/college buddies. I could say she studied at ESU. If she knew Emma earlier in life I think that she would always hope she would turn back to her old roots and be her old self again one day. She would be surprised by the private apology, but she would still be wary of her.
